League Rules - 2009
The following rules will be used to supplement the official Babe Ruth Rule book
for the District 4 Spring Baseball League this year.
1. All teams will use a “Running” batting order. All players in attendance for the game will bat with the exception of an injured player. A late arriving player will bat last in the batting order. Late is defined as after the first pitch is thrown.
2. Free substitutions will be allowed for all fielders except for the pitcher. The pitcher will follow the Official Babe Ruth Baseball Rules. We will play according to American League Baseball Rules. There will be no malicious contact when sliding into a base.
3. For the 13 Prep, U15 and 16/19 Leagues, a pitcher will be restricted to seven (7) innings per weekend. If more than two (2) games are played in a given weekend, the maximum seven (7) innings will still apply. Prep pitchers will be limited to 3 innings per game or 65 pitches. Pitcher will complete the last batter when they reach their 65th pitch. Pitch count will override innings pitched. Leagues will supply their managers with pitch counters. It is recommended that the U15 League follow the guidelines for pitch count provided by USA Baseball. See attachment.
4. Teams may start the game with eight players on the playing field. There will not be an automatic out for the ninth players batting slot. The ninth player can be added to the team immediately following his arrival to the field, and will bat last.
5. There will be a fifteen (15) minute time allowance prior to starting a game in order to avoid a forfeit. The game will be counted as a loss and not be made up.
6. Games will be restricted to a time limit of 2 hours and 45 minutes from the scheduled start time. If there is not a game scheduled to follow, the game will go to seven (7) innings for all leagues, regardless of time. The ten (10) run mercy rule will apply for all games after 4 -1/2 innings of play.
7. No twelve (12) year old players will be allowed to play in this League for any reason what so ever. No HS players can play until they are released by their HS team. CIAC Eligibility rule.
8. Each team will provide two (2) game balls to begin the game, and will alternate from team to team for extra game balls.

9. The teams will pay split umpires fee 50/50 and will provide payment before the game begins at the field. Please plan on paying $60.00 each for U15 games (2 umpires) and $90.00 or $45.00 for 13 Pre games (1 umpire).
10.Parents or spectators will not be allowed to be an umpire for the game. If the umpire fails to show, coaches may umpire, and will alternate on the field from inning to inning. Both teams must agree to this prior to the start of the game.
11.Each team is responsible for the conduct of their coaches, players, parents, and spectators. Unruly persons will be asked to leave the area after being issued a warning by the umpire. The associated team of that person will suffer a forfeit if they refuse to leave, and the umpire will stop the game.
12.No “Slash Bunting” will be allowed in the 13 Prep League. The penalty for this will be an automatic out for the batter.
13. If a Manager, Coach or player is ejected from a game for any reason, that player will be suspended for the entire next game on the schedule. A second ejection in the same year will result in removal of the Manager, Coach or player from the program for the balance of the season.
14.The infield fly rule will be in effect for all leagues.
15.In the 13 Prep League, the pitcher will be given only Balk warnings and instructions on the proper correction. Balks will be a dead ball and not count. Balk will be enforced for the 13 Prep League after Mat 18th. Balks Rule will be enforced in the other leagues without warnings.
16.Teams are responsible to clean up their dugouts after each game.
17. New Rule: Leagues will be assed a $200.00 Forfeit Fee for any team forfeit. A forfeit is not a cancelation due to weather. A forfeit is when a team doesn’t have enough players to play the game. We encourage you to borrow players from another team in your league to prevent any forfeits.
